New York Reaches Out to Working Caregivers

One in six employees in the United States is a caregiver. In New York, an estimated 4.1 million caregivers provide 2.68 billion hours of unpaid care annually, which, if paid for at the market rate, would cost $32 billion each year. To provide support to both the employers and the caregivers who are juggling employment and caregiving responsibilities, the New York State Office of Aging, in partnership with the New York State Department of Labor, implemented the Working Caregiver Initiative to achieve the following goals:

  • Help public and private human resources departments understand the impact of caregiving on employees and provide resources to link caregivers to services and supports
  • Understand the impact of caregiving on employees from their perspectives
  • Help individuals self-identify as caregivers and link them to services and supports if they need them
  • Educate the workforce and employers on the impact on their businesses due to employees’ caregiving responsibilities and provide tools and resources to help their employees

Survey Reveals Caregiving’s Impact on Work

The state also administered a working caregiver survey and the ARCHANGELS Caregiving Intensity Index to public and private sector employees as part of the initiative. The state presented results from survey responses collected thus far in January 2023. More than 2,400 New York state employees completed the working caregiver survey.

Survey Results State employed caregiver respondants reported the following impacts on employment from caregiving: 66% leaving work early 60% missing workdays 53% responding to emergencies and calls during work 51% rearranging work schedules due to caregiving duties Other key findings from the survey results include: 30% indicated needing additional help providing care to a loved one 69% say that online is the best method to receive information

Along with the working caregiver survey, the state administers the ARCHANGELS Caregiving Intensity Index, which allows caregivers to quickly identify intensity and sources of stress and resources to assist in reducing stress. Results from all New York caregivers who have completed this indexing survey revealed that 24% of caregivers in the state are “in the Red” (high intensity), 65% are “in the Yellow” (moderate intensity), and 11% are “in the Green” (low intensity). Top “Drivers of Intensity” included not having time for self and feeling stressed or depressed.

The state also presented data from an Evidence-Based Caregiver Education and Training Portal that is offered for free to any New York caregiver, provided through a partnership between Trualta and the state Office for the Aging. Over 1,200 caregivers in the state are registered on the platform, and over 9,000 modules have been viewed. Caregivers most often utilize modules on caregiver wellness, documents and decision making, and specific New York state resources.

Next Steps for New York’s Working Caregiver Initiative

New York will continue to administer these surveys to understand how caregivers are doing and how the state can best support them. This information will inform the state’s Master Plan for Aging, a plan in development through a November 2022 executive order from the governor to further the ability for older adults in New York to age with dignity and independence. The Working Caregiver Initiative also will continue to provide resources such as the workplace guide for employers and online education and training.

“Once we get all these data back, we’ll be able to understand: Do we have the resources already? Why aren’t people connected to them – probably because they don’t self-identify [as a caregiver]? What are the things that people are saying they need? Are those things that we need to develop or things we already have, but just need to do a better job of cross-systems marketing? This is really important, and this is something that can be replicated [in other states and at the federal level],” explained Greg Olsen, director of the New York State Office on Aging, to the RAISE Congressional advisory council on family caregiving.
